Issues Resolved

1. Resolved an issue where if the Waitlist settings had both Places are offered automatically and Families are created/enrolled automatically ticked, then Families would not be created automatically after the guardian completed the enrolment form.
2. Resolved an issue where users were incorrectly prompted to create a ACCS Determination instead of an ACCS Certificate.
