QLD Kindy for All - CBC submitting an Acquittal


Overview


From 2024, the QLD Government is making changes to the Kindy funding. Kindergarten at both sessional kindergarten and long day care services in Queensland will be free for the first 15hrs of care per week for all children.


The new funding scheme will replace the current Queensland Kindergarten Funding Scheme. See: QLD Kindergarten Funding Essentials - Long Day Care Services.

Key Items to ensure have been completed prior to creating an Acquittal


  1. Gender is required for all children
If populated in the child's enrolment form, it will auto-populate on the acquittal. Any children without this data populated in their enrolment form will need to have this information populated on the Acquittal.
  1. Addresses for children need to be populated as a part of the Acquittal process. If the Child does not have this information, the child enrolment form will need to be updated and the child re-added to the Acquittal.
The address will not populate from the address in the Guardian details see: Adding Child Address Information
  1. Any additional questions are still being captured e.g. VISA's, Multiple Birth etc.
  2. Kindergarten programs have been created commencing from Q1 see: QLD Kindy for all - Creating a Kindy Program with correct Teacher information including Qualification status
Note, an Acquittal needs to contain all programs that have been approved for operation by QGrants. This include programs that may not be running due to a lack of enrolments or qualified teacher. In this scenario, you will need to submit a blank program to QGrants. Please see the guide for Setting up a blank Acquittal or Forecast for submitting to QGrants
  1. Attendances have been re-synced on the Kindy programs to ensure all the required children including new children who weren't included on the forecast are added to the Kindy program
  2. Public Holidays have been actioned see: Settings - Holidays & Exceptions
  3. Attendances have been marked for the Kindy children see: Managing Incomplete Attendances
It is recommended that all Session Reports for the Acquittal period are submitted and Session Report Subsidy information is processed, prior to creating and submitting an Acquittal. This is to ensure that the data attached to the Acquittal is as up to date as possible. Any Children that do not have finalised attendance data, i.e. Missing Attendances, Bookings/Session Subsidy mismatch such as different day, will be highlighted in Red.


Step 1 - Creating an Acquittal


To create an Acquittal for QLD Kindergarten funding.


  1. Select the Bookings & Attendances screen
  2. Select the Kindy Funding tab
  3. Select the Acquittal Tab
  4. Select the green + add button



  1. Select the Centre name to create the program for (The centre name will automatically be displayed if you are in single centre view)
  2. Select the Program name
  3. Select the Acquittal year from the drop-down
  4. Select the Acquittal period
  5. A Description can be added if required
  6. Software Provider Changed Date
Only provide this date if you have changed providers during the acquittal period
  1. Select Yes if you have sold the Service during this Acquittal period
  2. Select Copy child details from previous forecast to include any of the manually added details eg. VISA
  3. Select Save




Step 2 - Viewing the Acquittal


This step allows you to:

  • View the Acquittal to allow corrections
  • Add any further programs for this Centre and Acquittal periods


  1. Select the 3 dot menu next to the acquittal to view
  2. Select View from the drop-down menu



The Acquittal Summary screen will display:


  1. Acquittal Details
  • Centre name
  • Acquittal Dates
  • Acquittal Period
  • Change of Software
  • Service ownership transferred


2. Program Details


  • Program name
  • Known enrolments


3. Teacher Details


To ensure your Teacher information is correct:


  1. Select the Arrow.


The Teacher Details section will display :

  • Teacher/s linked to the Kindy Program for the forecast period
  • Their Qualification


Note: At least 1 of the teachers is required to be set to Fully Qualified, it is recommended all Teachers have a Qualification set. If the Teacher information is incorrect. Delete the Acquittal, add in the correct teacher information and then re-create the Acquittal



4. Program Days of Operation


  • Weeks for the Semester
  • Operational Y or N
  • Hours for the Kindy program
  • Days of operation for the Kindy program



5. Child Information


The Acquittal Summary will display the mandatory fields that will need to be completed to allow the acquittal to be successfully submitted.

The status will display Incomplete if mandatory fields aren't completed.

Note: The mandatory fields that will need to be completed to allow the acquittal to be successfully submitted.

CCS Hrs

Total number of CCS hrs per day linked to the Kindy program

Free Kindy

The $ amount of Free Kindy the child is eligible for per day

Total Fee

The total daily fee the child is being charged for their booking

Child Ineligible

Any weeks that the Service has indicated the child is not eligible for Free Kindy

Child Cancellation

The date and reason if the Service has chosen to end the care of the child.




Correcting Acquittal information

To correct details for the child for the Acquittal.


  1. Select the 3 dot icon next to the child
  2. Select Edit from the drop-down menu



  1. Make any adjustments as required


  1. Add in Transition Statement details if applicable
This section will only display when submitting an Acquittal in Q4. For further clarification, see: QCAA Transition Statements and the Xap QLD Kindergarten Transition report
  1. Add in Child Cancellation details - only to be added if the Service has ended the care of the child for:

a. Chronic non-attendance

b. Non-payment of fees

c. Repeated failure to comply with the service policies and procedures

  1. Child Ineligibility - Select the weeks the child didn't attend but the program was still running, to mark the child as ineligible for the selected weeks as required.
For example, a child is enrolled for five hours per day M, W and F, and the teacher was absent each Wednesday for two weeks. The program still operated 4 days that week, however as this child is not able to receive their 15 hours the child is ineligible for this week.
  1. Select Save to save any changes for the child for the acquittal period



Step 3 - Adding in additional registered programs


From the Acquittal Summary screen

  1. Select the + Programbutton



  1. Select the Program name from the drop-down
  2. Select Copy child details from previous forecast
  3. Select Save
Repeat the process to add any other additional registered programs into the acquittal.



Step 4 - Adding in additional Children to the Acquittal


There may be additional children that you would like to add onto the acquittal.

  1. Select the + Child button



  1. Select either:
  • Selected Children - Displays all children booked into the Service
  • Based on the Booking - Allows you to apply filters on eg. Room, Booking dates etc to display the refined list of children to select from
  1. Select the name of the child/ren to add to the program
  2. Select Save



Step 4 - Verifying the Acquittal


Once all the details have been updated or corrected by viewing the acquittal, it will be a draft status and is ready to verify.

The Verify option allows you to do a final check to ensure all mandatory information has been added before the final step of submitting the acquittal

If the Verification is successful with all errors resolved the message will display Verification successful


  1. Select the 3 dot icon next to the acquittal
  2. Select Verify from the drop-down menu




Step 5 - Submitting the Acquittal


The final step is submitting your acquittal.


Submitting an acquittal is final. Once submitted, there is no course through the software to make changes and you will need to contact QGrants for assistance. Please be sure to always verify the acquittal first, and only submit once you are sure the data is correct.


To submit the Acquittal:

  1. Select the 3 dot icon next to the acquittal
  2. Select Submit from the drop-down menu



Once the Acquittal has been submitted successfully the status will update to Submitted
