QLD Kindy for All - Working Towards Teacher Status
This article will assist you with understanding the process for an ECT with a working towards status for your QLD Kindergarten payments.
Overview
To be eligible to claim Kindy funding, the program is to be delivered by an appropriately qualified ECT who has a teaching qualification recognised by the Australian Children’s Education and Care Quality Authority (ACECQA).The LDC Kindy funding essentials (page 19), provides information on Exceptional Circumstances.
Exceptional Circumstances
If your service is running a Kindergarten program and you have an ECT with a Working Towards status you can apply for Exceptional Circumstances to still be eligible to claim the Kindy funding.
If your Service falls into this category you will need to lodge your application or to find out more information by:

Approval Process
• It can take up to 28 days from the time receiving a fully completed application until a decision letter is forwarded, but the team do attempt to turn them around much quicker.
• Results are released in writing to the authorised officer as soon as they are available.
• The service may believe they are approved if they think Working Towards works like a Waiver (where all they have to do is apply).
• A service will not receive funding until the Working Towards teacher has been approved and been informed of the results.
Further Information
In relation to the Grant funding teams processing of forecast and acquittal claims, if there are no errors and the service has a fully qualified ECT or an approved Working Towards teacher, then claims are being processed within 1-2 days.
If the claim is waiting for a Working Towards teacher to be approved, then it may take up to 28 days + before the claim is processed and paid.
The QGrants team will also contact your Service either by phone and/or email to discuss any errors, which can sometimes take a few days if your Service doesn’t respond immediately to the calls or emails.
