QLD Kindy for All - Free Kindy Payment Adjustments
This article will assist you with understanding the adjustments to the QLD Free Kindy Payments on your Families Accounts.
Overview
The automatic addition of the QLD Free Kindy payments to eligible children in Xap is based on the child being on the Forecast for the period.
The Xap QLD Free Kindy Estimator uses the information for the children who are on the a submitted Forecast to apply the Free Kindy Payments automatically to their account to update their account balance.
The amount of Free Kindy that is applied was initially based on:
- Days the child was booked into the Service
- The Session Price & Session Times of their booking
- The current CCS % and CCS hrs for the child
As this information changes throughout the year, the amount of estimated Free Kindy that was initially applied may be incorrect. The new Xap Free Kindy Payment estimations release will correct this information by:
- Viewing the current bookings for the child
- Viewing the current session price & times
- Viewing the current CCS % and CCS hrs
What to expect
The payment adjustments release commencing from the week of 24th June, 2024 will:
- Adjust the Family balances and apply the corrected Free Kindy based on this new information
- Check from the beginning of Q1, 2024 for all children linked to the Kindy program for changes to entitlements & bookings
- Automatically apply the required Credit or Debit Free Kindy adjustments as required.
Scenarios
Scenario 1 - Discount on GAP applied
At the time the Forecast was created Angus had a:
- Received status CWA Enrolment
- Full Free Kindy was being charged = Full Free QLD Kindy payment
What you will now see:
- Bookings have been edited and a 100% Discount on GAP applied = Removed Free QLD Kindy from account balance
- Free Kindy Debit adjustment applying to Account balance for each day free kindy was applied

Scenario 2 - Changes to a child's booking
At the time the Forecast was created Angus had a:
- Booking for Tuesday & Wednesday
- Free Kindy applied to first 15hrs = Tuesday & Wednesday
What you will now see:
- Bookings changed after forecast was submitted to - Monday, Tuesday, Wednesday
- Free Kindy applied to first 15hrs = Applied to Monday & Tuesday
- Free Kindy removed from = Wednesday
- Free Kindy Debit adjustment applying to Account balance for Wednesday

Scenario 3 - ACCS being applied
At the time the Forecast was created Angus had a:
- Pending CWA Enrolment status
- Full Free Kindy was being charged = Full Free QLD Kindy payment
What you will now see:
- CWA is now Confirmed status with ACCS applying = Removed Free QLD Kindy from account balance
- Free Kindy Debit adjustment applying to Account balance

Scenario 4 - QGrants rejecting a child's KFS eligibility
At the time the Forecast was created Angus had a:
- YES for KFS eligibility = Free Kindy applied to first 15 hrs
What you will now see:
- Forecast results from QGrants shows NO for KFS eligibility (Service to follow-up with QGrants for clarification)
- Free Kindy removed for all days for Quarter for the child
- Free Kindy Debit adjustment applying to Account balance


Scenario 5 - Changes to Session Subsidy information
At the time the Forecast was created Angus had the QLD Free kindy applied based on the 5% withholding, this has now changed to a different withholding amount.
What you will now see:
- CCS Amount received in Session Subsidy is $90.00. This is after 10% withholding.
- Therefore, CCS Amount before 10% withholding is $100.00
- Then 5% withholding applied CCS Amount is $95.00 which will be considered in Acquittal CGSD data and Kindy Payment settlement.
The below example is applying a debit amount to reduce the QLD Free Kindy applied. This may also be a credit if applicable to correct the funding.

The Session Subsidy information will also display the changes.
In this example the CCS entitlement changes were for a prior Financial year, so the reconciliation (CCS adjustments) are adjusted directly to the family.
