CCS Enrolment Types


This article will assist you with understanding the different types of CCSS Enrolments.


Overview


CCSS has different types of Enrolments that can be created for the children who attend your service.

All children who attend a CCS Approved Service are required to have an active enrolment that covers from the Monday they started to the Sunday they ceased care.


Arrangement Types


There are 4 Different Arrangement types to select from for CCSS.


Complying Written Arrangement


This is the only type of Arrangement that can enable families to receive Child Care Subsidy. A Complying Written Arrangement is an agreement to provide care in return for fees. A Complying Written Arrangement must set out the following:


Names and contact details of the provider and person claiming CCS.


  • Name and date of birth of the child.
  • Arrangement start date.
  • Details about how care will be provided, including whether it will be routine sessions, casual care, or a mix of both.
  • If routine care is included, include the usual days and session times.
  • If casual care is included, set out the terms of care (for example, if fees differ from routine sessions).
  • Fee information, which the parties understand and agree may vary. You may reference a fee schedule on your website.



Relevant Arrangement (RA)


  • This type of enrolment notice is used only where a provider is sure that the family does not wish to ever claim Child Care Subsidy for the sessions of care they are going to provide.
  • It is an Arrangement between the centre and parent/guardian for the care of a child which does not meet the full requirements for a Complying Written Agreement.



Arrangement with an Organisation (OA)


  • An arrangement between a service and an organisation liable to pay child care fees under the enrolment, no CCS can be applied.

PEA - Provider Eligible Arrangements


There are limited circumstances that a provider may enrol a child under a Provider Eligible Arrangement enrolment (PEA) for the purpose of accessing ACCS Child wellbeing subsidy for a child identified as being at risk of harm, abuse or neglect.

A PEA must include:


  • Name, date of birth and CRN of the child.
  • Enrolment start date (the date the certificate was given).
  • Details about how care will be provided, including whether it will be routine sessions, casual care, or a mix of both.
  • The days and times of any routine sessions of care (if applicable).
  • The usual fees to be charged for any routine sessions of care, or if there are none, a usual casual rate.


PEA Enrolments are permitted where


  1. The service is not able to identify a CCS eligible carer – this allows the service to receive ACCS (child wellbeing) directly for children who are considered to be ‘at risk’ and who are under the care of an individual who does not meet the eligibility criteria for CCS (e.g. the individual does not meet the residency requirements). In this rare circumstance, as a last resort, the approved provider may enrol the child under a PEA.

It is recommended that providers confirm eligibility of this enrolment type and reason prior to submitting the enrolment to CCS.


  1. The child is in a formal foster care arrangement – this allows a service to create a PEA for a child in a formal foster care arrangement for a maximum period of 13 weeks. The intention of a PEA enrolment in this circumstance is to provide immediate access to ACCS (child wellbeing) payments to the service while the carers of the child claim and establish their eligibility for CCS. Throughout the 13 week PEA period, the service should actively encourage the carer(s) to lodge a claim for CCS and transition the child to a CWA enrolment.


ACCS enrolments will require a reason to be included when being submitted to CCSS.

The reasons are


  • Unable to identify a CCS eligible carer
  • Child in formal foster/kinship care

If using reason: Child in formal foster/kinship care:


  • The service will be prompted to enter an end date no greater than 13 weeks into the Enrolment at the time of submitting to CCSS.



If the provider is needing to extend the PEA enrolment beyond the initial 13 weeks, they will need to contact CCSS before the PEA can be extended/reactivated.

**The PEA enrolment needs to be reflecting a ceased status before it can be reactivated and extended for a further 13 weeks. **
